Over the first half of the 20th century smoking was far more acceptable than it is today. These women appear to cutting the leaves into smaller strips before they are put through a machine that will reduce the leaves further. These leaves will then be rolled and packaged elsewhere in the factory. Cigarette production rose during the First World War as cigarettes were an important part of the rations given to men serving in the armed forces.
