These women are making and packing cigarettes. The fenestrated roof and low-hung lights help with visibility. This picture was taken in 1916, a time when women were increasingly to be seen in factories while men were at war. This would play an important part in the struggle to gain for the vote for women. Cigarette production rose during the First World War as cigarettes were an important part of the rations given to men serving in the armed forces.
