In 1987 British Rail announced proposals for the redevelopment of the King's Cross railway lands. Given the historical importance of the area, English Heritage decided to make a full survey of the buildings and features that would be affected. The survey would inform Englsih Heritage's involvement in the planning decisions relating to the proposed development. Field work was carried out in October 1988: because of the tight timetable, the survey did not cover the St Pancras and King's Cross termini themselves.
