Consultation on improvements to listed building consents 2012
English Heritage has responded to the recent consultation on proposed reforms to Listed Building Consent (LBC). We have confirmed to Government that class consents (Option 2) and Certificates of Lawful Works for listed buildings (Option 3) are proposals that merit working up in more detail for inclusion in the ERR Bill. English Heritage also supports reforms to current enforcement powers that will result in better protection for historic buildings at risk. Other elements of the consultation have the potential to deliver improvements and they are worth exploring further, but this is not possible within the tight timescale set by the Bill’s progress through Parliament.

The consultation period began on the 26 July and closed on the 23 August. To help organisations respond to the consultation within the short time-frame, English Heritage hosted three (identical) briefing and discussion events on 9 and 16 August at 1 Waterhouse Square, Holborn.
